NASA admonished to back off from politically-charged statements

Quick question: Does bureaucracy exist to protect its members from the stupid actions of their colleagues, or does it exist to buffer the source of directives from the consequences of enacting them?

Just asking.

Who is responsible for the System being stupid, in other words?

For once, this story has a delightfully happy ending: the stooge fudged his resume, a blogger found out about it, and the 24-year old political appointee resigned.
